Thousands of Kenyan teachers are entering one of the most closely watched periods of the education calendar after the Teachers Service Commission (TSC) and the Kenya National Examinations Council (KNEC) began assigning personnel for this year’s national examinations.

The exercise is more than a routine administrative process. Through KNEC’s CP2 online deployment system, Curriculum Support Officers (CSOs) are already collecting details of eligible teachers from school heads, while Sub-County Directors have been tasked with vetting and submitting nominees who will serve as Centre Managers, Supervisors and Invigilators during examinations scheduled between October and November 2026.

The deployment coincides with tighter Ministry of Education controls on school activities during the examination period, signalling a coordinated push to strengthen exam security before candidates begin sitting KCSE, KJSEA, KPSEA, KPLEA and KILEA assessments.

For many teachers, however, the biggest question is simple: Who qualifies, and what could lock someone out?

Rule 1: You cannot supervise at your former school

One of the strictest safeguards this year is the three-year rule.

Teachers who have served at a school within the last three years cannot be deployed to supervise or invigilate examinations there.

The measure is designed to minimise familiarity between exam personnel and candidates, reducing opportunities for conflict of interest or irregularities.

It means that even experienced teachers who recently transferred schools may find themselves assigned elsewhere.

Rule 2: Conflict-of-interest declarations are mandatory

Teachers with relatives sitting examinations at a particular centre will also be required to declare that interest.

Those affected will be reassigned to different examination centres to protect the integrity of the process.

The declaration requirement has become an increasingly important part of KNEC’s effort to eliminate situations where personal relationships could compromise examination administration.

Rule 3: Not every teacher qualifies

The deployment exercise is not open to every teacher.

Under current guidelines, only TSC-employed or TSC-registered teachers who meet KNEC’s eligibility requirements can be considered for examination duties.

The Commission has also instructed education officers to prioritise teachers of high integrity during the nomination process.

School heads have therefore been asked to submit accurate and verifiable staff details before names are uploaded into the CP2 system.

Rule 4: Your role depends on where you teach

Not every qualifying teacher will perform the same role.

The guidelines distinguish between Centre Managers, Supervisors and Invigilators, with deployment varying according to the examination being administered.

For KCSE, secondary school teachers are expected to serve as supervisors, while primary school teachers are deployed as invigilators.

For KJSEA, secondary school teachers serve as supervisors, while primary school teachers perform invigilation duties.

For KPSEA, primary school teachers take up supervision responsibilities.

The differentiated deployment is intended to align teachers’ experience and institutional roles with the examinations they administer.

Rule 5: CP2 will determine your deployment

Unlike previous years when much of the deployment process relied heavily on manual coordination, this year’s nominations are being anchored on the CP2 online system.

The digital platform is used to capture nominees’ details before assignments are generated.

Teachers selected for examination duties will later be required to access the CP2 portal to obtain their deployment letters, which specify their assigned examination centre and role.

The digital approach is intended to improve transparency while reducing opportunities for manipulation during deployment.

Ministry tightens school activities

The teacher deployment exercise comes as the Ministry of Education has introduced additional restrictions aimed at protecting candidates during the third term.

The ministry has directed schools to minimise activities that could disrupt candidates during the examination period, including limiting certain external events and tightening management of school programmes before examinations begin.

The coordinated approach reflects lessons from previous examination seasons, where authorities sought to minimise distractions while strengthening supervision.
