The Teachers Service Commission has invited tenders for the provision of private motor vehicle and motorcycle insurance services from female bidders only, with the submission of bids closing on September 22 at 10 am.

The teacher employer said tender documents are available on the Electronic Government Procurement (eGPKenya) system, the online platform run by the National Treasury to manage public tendering and purchasing for national and county governments.

“Bidders are required to register and forward their particulars to TSC Supply Chain Management Services through email [ddprocurement@tsc.go.ke](mailto:ddprocurement@tsc.go.ke). The particulars should include the name of the firm, address, tender name, telephone number and email address,” acting TSC CEO Evaleen Mitei said in a notice.

The cover is expected to protect the commission’s vehicles and motorcycles against risks including accidents, theft, fire and third-party liabilities.

The tender is restricted to female bidders under provisions of the Public Procurement and Asset Disposal Act, 2015, which provides for preferences and reservations in public procurement.

Section 53(6) and Section 157(10) of the Act mandate every public entity, including constitutional commissions, to allocate at least 30 per cent of their annual procurement budget to enterprises owned by women, youth and persons with disabilities (PWDs).

While open competitive tendering is the default, the law explicitly permits “Preferences and Reservations”, meaning a procuring entity can set aside specific tenders where only businesses owned by women, youth or PWDs are eligible to bid.

:

The legislation aligns with Article 227 of the Constitution, which requires the public procurement system to be fair, equitable, transparent, competitive and cost-effective.

It also prescribes preferences and reservations in the allocation of contracts to protect or advance persons or categories of persons disadvantaged by unfair competition.

The procuring entity must explicitly state in the Invitation to Tender that the opportunity is strictly restricted to women-owned enterprises.

Any bids submitted by individuals or enterprises outside this target demographic will be automatically disqualified during evaluation.

To qualify as a valid woman bidder under this provision, the enterprise must be certified under the Access to Government Procurement Opportunities (AGPO) framework, which requires the business to have at least 70 per cent ownership and 100 per cent leadership by women.

Female-owned businesses interested in the opportunity are required to register and submit their particulars to the TSC Supply Chain Management Services before the tender deadline.

The particulars required by the commission include the name of the firm, address, tender name, telephone number and email address.

Bidders must also access and submit their tender documents through the eGPKenya system. The deadline for submission is September 22 at 10am, after which bids will be evaluated in accordance with the procurement requirements.

The tender has been floated alongside an open tender for the provision of a comprehensive group personal accident and work injury benefit cover for commissioners and secretariat staff for a period of one year.

While the motor vehicle and motorcycle insurance tender is restricted to female bidders, the group personal accident and work injury benefit cover has been advertised as an open tender.
