Basic Education Principal Secretary Dr. Julius Bitok Ololtuaa has assured teachers who are yet to receive their 2025 Kenya Certificate of Secondary Education (KCSE) examination allowances that the government is finalising plans to release the pending payments.
Speaking during an event on July 15, Ololtuaa said the Ministry of Education is working closely with the National Treasury to ensure all outstanding payments are processed and disbursed to the affected teachers.
“We, as the Ministry of Education, are in talks with the Treasury to plan how the money that we owe you reaches your pockets. Once those plans are mature, rest assured that you will receive your money,” Ololtuaa said.
He appealed to the affected KCSE invigilators and supervisors to remain patient as the government completes the payment process.
Government Commits to Teachers’ Welfare
The Principal Secretary further noted that education stakeholders, particularly the Teachers Service Commission (TSC), will continue to be involved in discussions aimed at improving teachers’ welfare and addressing concerns affecting the profession.
During the 2025 KCSE examination period, the Kenya National Examinations Council (KNEC) deployed 66,908 supervisors and invigilators to oversee the national examinations.
The personnel included:
- 54,782 teachers who served as invigilators.
- 12,126 teachers who served as supervisors.
These officers played a crucial role in ensuring the examinations were conducted smoothly and in accordance with KNEC regulations.
To settle long-standing examination allowance arrears, the government released Ksh1.5 billion through Supplementary Estimates II.
On July 9, the Ministry of Education and KNEC confirmed that the funds had been disbursed, enabling the payment of outstanding marking allowances for KCSE and Kenya Junior School Education Assessment (KJSEA) examiners.
However, despite the release of the funds, reports indicate that a section of invigilators and supervisors has not yet received their allowances, with some teachers being prioritised during the initial payment phase.
KCSE Examination Allowance Rates
Teachers who participated in the administration of the 2025 KCSE examinations are paid according to their assigned responsibilities.
Current allowance rates are as follows:
- Invigilators: Ksh8,800 for 16 days of service (approximately Ksh7,450 after statutory deductions).
- Supervisors: Ksh10,880.
- Centre Managers: Ksh550 per day, amounting to approximately Ksh9,900 for 18 days of service.
Why Some Payments Have Delayed
According to KNEC, several technical issues have delayed payments for some teachers. These include:
- Mismatches between phone numbers and National ID details captured on the CP2 portal.
- Discrepancies involving teachers’ TSC numbers.
- Unsigned or unstamped attendance registers submitted by examination centre managers.
Teachers affected by these issues are expected to receive their payments once the verification process is completed and the Ministry of Education finalises the remaining disbursements with the National Treasury.
The government’s latest assurance is expected to provide relief to thousands of teachers who have waited for months to receive their examination allowances.
