Ruto Announces 50,000 Teacher Promotions, Employment Plans and Other Major Reforms

President William Ruto has announced major developments affecting teachers, including an increase in annual promotion opportunities to 50,000, additional teacher employment, progress on the Collective Bargaining Agreement (CBA), medical cover and plans to improve retirement benefits.

Speaking during the 2026 World Teachers’ Day celebrations at Kasarani Gymnasium in Nairobi, President Ruto highlighted what his administration says it has achieved in the education sector and outlined further measures targeting teachers.

Teacher Promotions to Increase to 50,000

One of the biggest announcements was the planned increase in the number of teacher promotion opportunities.

President Ruto said 126,462 teachers had been promoted since his administration came into office. However, he acknowledged that many teachers had remained in the same job grades for extended periods.

The Teachers Service Commission (TSC) had advertised 34,016 promotion opportunities. The President directed that the number be increased to 50,000, with additional government funding.

According to the President, this would become the largest single-year teacher promotion exercise.

He also said consultations between TSC and teachers’ unions on the review of Career Progression Guidelines had been completed. The revised guidelines are awaiting consideration and approval by the Salaries and Remuneration Commission (SRC).

The government has also increased the annual teacher promotion budget from Sh1 billion to Sh2 billion.

20,000 Teachers Set for Permanent Employment

President Ruto also highlighted plans to transition teachers who have served under contracts to permanent and pensionable terms.

The 2026/27 budget has allocated Sh4.9 billion to facilitate the conversion of 20,000 contract teachers who have completed two years of service.

The conversion is expected to begin from January 2027.

The President said the government had significantly increased teacher recruitment over the past four years.

According to the figures presented, about 100,000 teachers have already been recruited, with another 20,000 expected by December, bringing the total to approximately 120,000 new teachers.

Government Addresses Teacher Shortage

President Ruto said his administration inherited a teacher shortage estimated at 116,000.

The shortage was attributed to recruitment that had failed to keep pace with the increasing number of learners.

The government therefore increased teacher recruitment as part of efforts to address staffing gaps in schools.

Progress on CBE and Junior School

The President also discussed the transition to Competency-Based Education (CBE).

He said the government had provided greater clarity on the location of Junior School by retaining it within existing primary schools, allowing learners to attend schools closer to their homes.

The pioneer CBE cohort has now moved into Senior School.

The government also reported that more than 220,000 teachers have undergone retooling to support the implementation of CBE.

An additional Sh952 million has been budgeted for further teacher capacity development.

Teacher Training and Professional Development

The President challenged teachers to continuously improve their skills and adapt to changes in technology and education.

He urged teachers to become lifelong learners, master digital tools, encourage curiosity and give learners opportunities to experiment.

He also pointed to the importance of continuous professional development and said ongoing education reforms could help strengthen teacher preparation and professional development through legislation.

Teachers’ Medical Cover

The President reported improvements in the medical coverage available to teachers under the Social Health Authority (SHA).

The scheme was reported to cover approximately 415,608 teachers and 884,392 dependants as of the end of September 2026.

More than 680,000 teachers and their family members reportedly accessed outpatient, inpatient, optical, dental and imaging services between December 2025 and September 2026.

The President said the inpatient access rate for teachers had increased from 7 per cent to 14 per cent, bringing it closer to the level recorded among other civil servants.

The number of health facilities providing inpatient services to teachers was also reported to have increased from about 900 to 3,871 facilities.

CBA Salary Increases

President Ruto also addressed teacher remuneration under the Collective Bargaining Agreement.

He said the first phase of the salary increase under the current CBA had been implemented, while the second phase was paid in July.

The government has allocated an additional Sh8.1 billion to support implementation of the agreement.

Affordable Housing for Teachers

Teachers are also expected to benefit from the government’s affordable housing programme.

Under an agreement involving the Affordable Housing Board, KNUT and KUPPET, one out of every five homes in affordable housing developments is reserved for teachers.

The government is working with TSC on a salary check-off arrangement and is also partnering with teachers’ SACCOs to provide financing options suited to teachers’ incomes.

Teachers can apply for available housing units through the Boma Yangu platform.

Faster Processing of Teachers’ Retirement Benefits

The government has also begun implementing a Pension Management Information System involving TSC and the National Treasury.

The system began rolling out from July 1, 2026, with the aim of speeding up the processing of retirement benefits.

President Ruto said he had received an assurance that, within three months, retirement benefits would be processed and paid within 10 days of retirement.

Government Increases Education Funding

The President said government expenditure on education has increased significantly.

Education funding was reported to have risen from Sh526 billion to Sh702 billion in the previous financial year and to Sh784.5 billion in the current allocation.

He described education as the largest-funded sector in the national budget.

More Classrooms and Laboratories

The government also reported progress in education infrastructure.

More than 23,000 classrooms have reportedly been constructed through collaboration with the National Government-Constituencies Development Fund.

The government is also equipping approximately 1,600 laboratories to support science education and the new Senior School pathways.

President Challenges Teachers on STEM and Digital Skills

President Ruto urged teachers to prepare learners for a changing labour market.

He highlighted artificial intelligence, data skills, technological literacy, creativity, analytical thinking, resilience and lifelong learning as increasingly important skills.

He also placed Science, Technology, Engineering and Mathematics (STEM) at the centre of Kenya’s economic development strategy.

According to the President, 58 per cent of learners in the pioneer CBE cohort selected the STEM pathway when they entered Senior School.

Teachers Urged to Protect Examination Integrity

As the national examination season approaches, President Ruto called on teachers to support candidates through revision and preparation.

He also urged teachers to protect the integrity of national examinations and ensure that learners earn their certificates honestly.

He emphasized that teachers have an important role in preparing learners not only for examinations but also for their future lives.

What the New Announcements Mean for Teachers

The announcements are significant for teachers because they touch on several major concerns within the profession.

The increase in promotion opportunities from 34,016 to 50,000 could provide more teachers with an opportunity to advance to higher job grades.

The planned conversion of 20,000 contract teachers to permanent and pensionable terms from January 2027 could also provide greater job security for eligible teachers.

Meanwhile, progress on CBA implementation, medical coverage, affordable housing and pension processing is expected to affect teachers’ welfare.

Teachers will now be watching closely for further communication from TSC, SRC and the government on the implementation timelines for the various commitments.
